I've done a bit of testing today and made several wild Assurances. Two things I noticed:

   * It seems to me that records in user_agreements are written
     (sometimes) even if the Assurance is not completed successfully,
     for example:
         o "Assure Someone" and enter email of a member
         o Klick the two agreement-checkboxes, leave everything else empty
         o Klick OK
         o ==> System complains "ERROR: You must enter the number of
           points you wish to allocate to this person.", but
           user_agreements records are created
   * I managed to get the following records into the database, don't
     ask me what I did (probably trying to assure someone):

Some other thing irritated me, but has probably nothing to do with your changes:

When I entered 35 points to be awarded though my maximum was 20 points the system silently reduced the points to 20 in the same manner as if I had been allowed to issue 35 points but the Assuree already had 80 Assurance Points. I would have expected to receive an error, something like "You are only allowed to issue 20 points".
If this is a bug (it may be a feature... ;)) I'd consider it a very minor one.
