Sorry for the cruel line breaking, just copy&paste from shell...

Maybe its even linked from more places (i.e. from dynamical content
created from db or even external systems.

I'd propose to change the content of the file to some explanatory text
(has been removed because => wiki) AND send an email to an admin
containing the http referrer. If thats not ok (privacy policy), we'd
just place an explanatory text and not send the mail.
