Dear Tom,

The Root Certificate Install MSI only supports up to Windows 7.
In Windows 8 and later Microsoft change some things and this installer
not work.

The installer based on WiX Toolkit. If a developer of windows stuff read
this please look in the source of this installer and send patches to the
github repository [1]
