I found that if I run the MSI as a normal user and say YES to the UAC prompt,
the certificates are installed but the page that gives the fingerprints and
asks
if it is OK to install is an empty window.

If I run from an Administrator command prompt it works fine.

I do not see a Run as Administrator option.

This all on Windows 8.1

I have a Win7 virtual machine which I may try the same tests on.

Dear Tom,

The Root Certificate Install MSI only supports up to Windows 7.
In Windows 8 and later Microsoft change some things and this installer
not work.

The installer based on WiX Toolkit. If a developer of windows stuff read
this please look in the source of this installer and send patches to the
github repository [1]

When I install the root certificate in windows I get one or sometimes

The certificate seems to be installed ok.

For those who are more windows experienced may be able to investigate
this more.

ps. I hope attachments are ok
