In order to answer that question you should look at
what you want the identity for.  Changing ones name
from Minnie Mouse to Mickey Mouse is meaningless
unless there is a use for that name.

In the Assurance Handbook, the only hint I could find
as to what the name was going to be used for was this:

  How is privacy protected?
    Forms stay at the assurer and only handled
    out to CAcert on special reasons. 
    From the outside it is not evident who assured whom. 
    CAcert will not give any data to third persons.


Which sort of implies that the name does not leave
the organisation, therefore the name is an internal
datum only?

Is there any document that describes this?  I'm new
to CACert dox so would appreciate a pointer to this.
