There is some greyness over the (legal) usefulness of information supplied by under 18's that aren't co-signed by a parent or guardian.

(It isn't the only reason, Duane identified the partial uniqueness issue, but again there are solutions to that elsewhere.)

Since names aren't unique what is the bet way to match details on documents, to details stored in the system, since we don't store photos, perhaps we should, so photos on ID aren't directly useful at this point in time. So we don't store document ID numbers so we can't link a person to a document that way either.
