Well, there are certainly cases, where you have to do it like that, but we
should minimize that as much as possible, because 1. defining who does
have the "need", and 2. making sure that nobody else gets the data, are
very tough, if not impossible tasks.

I don't have any proof, as it is just an opinion.

If you are naked in the streets, you are embarrassed. If you are at a
nudist beach and you are not naked, you are embarrassed. If you are naked
at the nudist beach, somebody is secretly watching you and you find out,
you are embarrassed.
