We already have one of those for critical problems and other security
related matters, there is nothing to stop us however to create a policy
working group to over see and be in charge of such matters.

In a similar fashion to how the IETF working groups deal with standards.

Do you want to chair such a group? And any other volunteers to help
write and maintain such documents?
