if the goal of the CACert WOT is to be a kind of legally binding and as in
most countries signatures of under 18 years old are not (fully) legally
binding, there is no loss in that respect. (Although I see that it is a
good practice for upcoming assurers, but it shouldn't be part of the WOT.)
