Due to the current security situation of the Internet, I would say that we 
currently have the goal of providing NOT legally binding certificates.

Anything else would create a false impression of security, which we cannot 
represent.

If we want to keep out youths out of the WOT, we should also keep out adults 
out of the WOT, since they are also a threat, and in practice, they are a 
validated threat already, compared to the theoretical threat of the youths.
