Another attempt at a conclusion.

The policy for Youth Assurers at the moment seems to be:

 * A Youth Assurer is someone who has
     + passed the Assurer process (points, education, test)
     + is under 18
 * A Youth Assurer can only issue 10 points.
 * On turning 18, the Assurer loses any Youth limitation.


As an attempt?  Changes?  Corrections?



Now, in order to fill the risks and liability hole caused by uncertain age and jurisdiction ramifications, there are these suggestions:

1.  Have all Youth Assurers be authorised by a Guardian Assurer.
2. Have all assurances by a Youth Assurer countersigned by an (adult) Assurer.
3.  Leave the programme as is (but document it).
4.  Stop / cancel the Youth Assurance programme.

But there seems to be *no consensus* over these 4 possibilities.



Possibly, then, the status quo wins, which is to leave the policy as it is. But document it.

This will leave an interesting issue for the first dispute that involves a Youth. In that case, the Arbitrator will have to deal with it, or an external court will have to rule on who is responsible.
