OK, so it's at least easy for me: As the old one will never be approved, 
I'll do my education work based on the new one. So the only "problem" I 
have is that I need to check the CPS status from time to time and see if 
there have been new developments which I need to include in my material.

For education purposes it doesn't matter if the document is approved or 
not. It only matters which document is considered the leading document 
by CAcert. So if we can say that an Arbitrator would decide on base of 
the new CPS, I would use it as well, no matter if it is approved or not :-)
