You should try to contact Robert Cruikshank (Treasurer of CAcert) or 
Duane Groth (President of CAcert). If a new account has to be set up, 
you need someone with signing rights. As far as I know only the board 
members have signung rights.

If you cannot contact them within a short period, maybe Teus can arrange 
something (that people donate to them and they pass it) through the 
netherland foundation.
