Well, OpenSSL is a good start: many application (e.g. simple browsers)
will just link against the system SSL and will do ECC automatically if
your SSL library supports it. This generally doesn't require any changes
in the cliend code.
In OpenSSL 0.9.9 ECC is considered stable and enabled by default,
but iirc you will need to enable it explicitly for 0.9.8 (stable).

Firefox 2.0 (and friends) include support as well. This can be verified
in the 'about:config' screen (look for security.ssl3.ecdh).

IIS in MS Vista allegedly supports ECC as well.
