I disagree these are the true motives, most/all first world nations
don't really care about the second point you made as much as making it
look like they are doing something about it, commonly referred to as
'Security Theatre' by some.

I propose a 3rd reason, wanting to know as much about everyone without
the majority realising or caring that it's happening. The real
motivations for doing this is as varied as the people they're tracking.

After all, how can you know who is out to get you, in political terms
this is, without intel on journalists and protesters? :)
