Some organisations are capable of assuring people en-masse (I am
currently thinking of postal service, McDonalds, ... who run public
offices and have the necessary people in place there that can be easily
educated to do assurances.
Some other organisations lack that infrastructure. e.g. Anonymous
Alcoholics. They won't be doing assurance partys ...

I think that for assurances, we always should enforce the human-assurer
to have passed the assurance test, and to know what he/she is doing. We
shouldn't allow someone to assure other people just because he works for
a company that has organisation assurance, or anything else.

But we should build up a structure, where interested companies can get
their staff to become CAcert assurers, so that the company can offer
assurance as a service to their customers. So that everyone knows that
he just has to any office during normal business hours, and can easily
get assured there.
