Being that the policy list (and other non-board lists) have a 
significant subscriber base, sending large attachments is both a burden 
on the list server and usually not terribly well appreciated by most 
list subscribers.

I'd suggest putting the document either on the Wiki or in SVN, and 
posting a link -- it's a far more efficient use of bandwidth.
