This is true, yes.
what's the planned term for this draft before it moves to policy? Just
re-reading PoP, which mentions something about pre-announcing the term
of draft status:
4.5 The period of the DRAFT status is announced widely, which should
be at least a month and no longer than a year.

In practice we have never really done that. Or, let's just say that it is announced widely but quietly as between one month and one year :-)

Ah, OK! I guess that's good enough for now, at any rate... though perhaps it would be good to figure out how to make better use of that provision.
