I know that there is a plan to add something like this to the new software.
But I do not agree with your idea for approval.
There may be a need for a special kind of sql-query (as it is in this
case). The authority to approve this can only be with the software
assurer. Neither with Arbitration nor any (possibly external) Auditor.
Also I do not see why there needs to be someone to approve something
like this IF the need for the mail is based on a policy directly.
Please remember, other teams (Org Admin, Events) are allowed to send
according mass mails without any further checks after they once were
allowed to do so by Arbitration. Why could other teams act independently
while the policy team would need others to control their actions, again.
As you know this is currently the issue.
The actions we are speaking about are directly authorised by the
policies or a policy decision. Why do you see a need for a further approval?
Also it will take some time until software will have such a tool, ready.
It will probably not be added to the current software, as there is a
feature request stop. So how to proceed until we have such an interface?

Well there already exist quite easy processes for other teams ruled on
by Arbitration to get such mails out ...
