We analyzed this problem, and found the following:
Opera has recently introduced an interoperability problem with the
CAcert website.
When Opera connects to the CAcert wesite, it suddenly waits for 15
seconds, then it has a timeout, and continues normally with the connection.
After those 15 seconds, everything works normally, and as long as Opera
keeps the connection open, you can normally surf through the website.

I can reproduce the problem with Opera 9.62, I think it was still
working with Opera 9.5x (I don't remember the exact version)
Can anyone please try to figure out what the technical problem is and/or
contact Opera about it?
