In general you are right. The private channel can easily be covered by
just doing a person-2-person email communication.
As with the arbitration email list there is privacy sensitive info which
should be excluded from free publication. Example: strategy with Comodo
(we had that discussion some month ago). And there are more examples.
For this there should be a board-private email list. Similar with
support-private. In all cases there should be a clear reasoning to use
the XYZ-private email list.
The (Ian) proposal) would be: put this change in the communication
policy (this is an internal CAcert Inc. policy not a general policy).
And add the XYZ-private email lists into the system. Where XYZ is:
board
arbitration
support
system-admin
more?
Board can require opening up XYZ-private by a board decision. A yearly
report of statistics should be done to watch from the outside what is
happening (unused email list, traffic (if there is more traffic on the
private channel then on the public channel there might be something wrong).
So the proposal is: create XYZ-private for private (sensitive)
communication (change in the communication policy).
