Thanks for this awesome work, it's a great toward documenting our
processes.

But as I said before I think we have a boundaries issue making the
sysadmins review patches. It should be done inside the software
development team where someone (a public group) reviews and approves
  (based on quality, adjustment to policies and security) a change
to be included into the production branch.

the sysadmin team shall get the platform secured and working and the
software team has to care about production software.

if people from the sysadmin team is also in the software team,
great, but PLEASE don't mix the tasks.
