I was wondering if anyone has come across policy development software that
facilitates a web based discussions, proposals, text differences and version
control.

The closest I've come across is http://www.review-board.org though its aimed ;
at software development.

Maybe redmine or trac could achieve the same thing.

If anyone has tried to implement this for text/document collaboration please
let me how it went (for good or bad).
