Should be up to the admin(s). I would prefer aliases (going to all of 
the admins).

Should be up to the service admin(s). But for more than one admin issue 
tracking should be a good thing.
I am also thinking about something like adding a queue for the 
(critical) sysadm so requests for them from on system changes from 
support or arbitration can directly referred to. But this will be 
discussed with the involved persons later.
