This is not a mistake. It looks like you were relying on an undocumented internal feature of MoinMoin which changed in the new version. This means the syntax of the automatical created anchors changed.

I had a look at the help pages to see how the authors of MoinMoin are handling this. When using links with anchors they explicitly set an anchor using the <<Anchor(anchorname)>> macro [1].
