usb legacy support  is one option in many bios'es
if you don't have an usb mouse and usb keyboard connected
disable usb legacy support might be an option

Please believe me ... Mendel is no fool and has attempted all
available options, only to find that they didn't work.

A BIOS upgrade as suggested by Mario *might* change the picture,
but it's not a simple operation -- it appears to require combined
upgrades of all the firmware components in the ILO processor (it
was never touched since installation in 2007).

Remote switchable power or some NAS-like connection appear the most
promising "solutions", but will require extra equipment.

1 USB legacy doesn't work.
Besides I tried it, but we probably need it for local access.
The whole problem is that it hangs during USB scan for disks. There might be some bug in the bios at that point.

It's not possible to disable USB all together in the bios and still use it in the OS.

Also it's not possible the disable USB in some parts. I tried to completely delete the options to 'try a USB disk'.

Moving grub to the USB disk won't help. It hangs. completely.

My guess, someone thought that a USB-disk will never be bigger than 1 integer in bytes or some screwup like that.

A simple relay/transistor that does disable the USB power until some USB to serial port is opened in the OS might work. I could try build that.

Kind regards,
