Definitely, there isn't a requirement for critical team sysadms to be in the Ede area. It is really a benefit if they are because of their ability to do the onsite part, and also their ability to meet and get to know the existing team. But these are benefits not requirements.
Perhaps the way to move forward is to look at the surrounding area: Belgium, Germany, etc. This way, we can organise perhaps a once-a-year trip with relatively low costs. Like, at Fosdem. Having the critical team members meet once a year is the sort of thing where the board might be convinced to pay travel expenses, if they can be low enough.
just some thoughts.

I've met Mendel and we had a talks about
increasing the critical admins team.
One recomendation by Mendel was, that new critical admins
doesn't need to be from the Ede area. Also sysadmins
from other countries can become
potential critical admin candidates
Most work is done by the critical admins remotely.
Seldom a onsite visit is needed.
So therefor bringing in more critical sysadmins
from other countries, these critical admins can assist
the current critical team doing all the work.
On onsite visits, the nearby critical admins
can step in.
So for Wytze and Mendel to know,
if you know about potential critical admin candidates,
propose the new candidate in your team, start the
process with a dispute filing, so the candidate
can undergo an ABC. The result will be presented
to the board and the proposing teamleader.
The final step is a board motion that can start
once the ABC is finished.
hints? comments? something missing?
regards, uli ;-)
