Since it seems that surge protection did not solve the performance
problems caused by the wiki I reset them to the default settings.

Still, search on the wiki is an expensive operation, but the overload
seems to have been caused by a "huge" user database. ~80.000 users ist
not very much for a database (I am operating on MySQL DBs containing
tables with more than 1 billion records on standard PC hardware without
any performance issues daily), but organizing users in files and
MoinMoin not supporting a DBMS seem to make this very inefficient.
