I agree with you. However, it doesn't seem possible with LXC.
On solution I anticipate is placing a halt/reboot script in the
container which creates a /.reboot or /.halt file in the container and
on the host a cron-job that periodically checks for this file and stops
or restarts the container and removes the file.
