I invested some hours yesterday and setup:

- inspircd
- atheme-services
- kiwiirc with nginx reverse proxy as Web IRC client

I announced the setup in #cacert on the old IRC server. I will keep the new
system in test mode for a few days and will then switch the IRC public IP to
the new server.

You can test the new server at

irc://irc.cacert.org:13677/ (unencrypted)
ircs://irc.cacert.org:13700/ (with TLS 1.0/1.1/1.2)
https://irc.cacert.org:13443/ (Kiwi IRC Web client)

ChanServ and NickServ are operational, #cacert and #sysadm are persistent
channels. I already claimed #sgm, #agm and #vote via ChanServ. Please test
the new setup and give feedback if something does not look right.
