The intention of this in the first place was to allow me to conduct my trade beyond CAcert without complications of lawsuits over any work for hire I may do, which may or may not contain code from any work I've done in the past, weather this is CAcert or not.

Would you object to having the code prohibited from being used in any other CA/RA entity?

If it's released under any license that allows copying you can not prohibit use with any degree of success, this would require resorting to contract laws and then would require warranties on software and that's not something I want to venture into.
