[CA cert] Source code licensing

It would be easiest if Duane kept the copyright, and open sourced the
code.  Then CAcert would get the full source code to do with it whatever
it pleases, depending on the type of license.  Even a GPL would not force
further disclosure of code unless it was distributed.

This would also allow Duane to do whatever he wished with his copyrighted
code, just as any other open source (even GPL) code author can choose to
release the same work under different licenses.

Just my 2 cents.  It's all speculation until a new board is formed and
something is decided by both Duane and the new board.
