Well, if it takes only one week to rebuild it from scratch, it does not 
really 
matter if one uses it himself, improves it, and does not give anything back.

So, I would put it under the GPL to show that we are interested in 
improvements coming back.

On the other side, there is no lock-in as it is with improved word processing 
software with the fileformats, or Kerberos implementation. So there is no 
absolute necessity for seeing the improvements of others to be able to be 
technically compatible. (Or am I wrong?)

And since it is not CAcert´s purpose to live from improvements from others, I 
think we can live with the GPL happily.
