Couple things, pserver (CVS) has been the source of a lot of hacks on source forge etc, CAcert lacks any decent funding to have multiple servers and/or rack space for those servers, and I'm sure you aren't recommending that the developer community be given direct access to live code/databases...

Ok, that is bullshit. There are PLENTY of community sites such as sourceforge, savannah, etc. that give open source projects a free place to host a source code repository. The service costs exactly nothing, what's this about servers? Security isn't really an issue because the servers aren't yours, and if someone does manage to change your repository (which has almost zero chance of happening) then you'll see it next time you update. Also, if you REALLY don't like pserver, then don't use it. CVS isn't the only game in town, there's arch and subversion too.
