[CA cert] Association Membership digital signup procedure

in light of Duane's recent announcement, i'd like to pay my ten bucks to
join CAcert and hopefully have a say in the policy decisions and future of
the organization (yea!) ...but i'd prefer not to wait for the postman to
deliver a slice of tree with ink smeared on it from my house to the southern
hemisphere before i can do so.  it seems somewhat silly to have to
physically deliver a paper signature halfway across the planet, in order to
join an organization that issues digital signatures, does it not? :-)

so... there was some discussion on this list a few weeks ago about a
procedure that was approved for joining CAcert as a paid member *without*
printing and snail-mailing any paper to Australia, but the Association
Membership page http://www.cacert.org/members.php does not yet document this
procedure.

could someone please re-post the digital procedure here to the list? (and,
ideally to the site as well..?)  thanks!
