Many of the rules need to be revised, but that's another story, however 
in the beginning (thanks to Larry for pointing it out at the time) there 
were a few clauses changed in from the default rules to accept digital 
signatures...

There has been no real policy or declaration made on what the specifics 
should entail and should possibly be clarified a little better by a 
policy decision in future...
