There are a few quite reasonable cases for this, for example
war-journalists.
I heard that those are being given completely valid different
identities, and only very few people inside the (passport) issuing
agency are allowed to know about the link of those identities. (To avoid
leaking that information and endangering the journalists)
But I would wonder a lot if they would be happy to have to use one
single account for both identities.
